Extremadura seeks to improve its bilingual education system. The Secretary General for Education, Francisco Javier Amaya, has announced that the Ministry of Education is in “a review process of the different teaching models”, in which the results obtained by the four educational centers that have implemented the program of the British Council (PEB).


It is about designing a bilingual teaching model that “allows students to acquire multilingual competence and global competence in a world marked by multiculturalism”, said Amaya, who added that it must also guarantee equal opportunities in access to learning one or two foreign languages, regardless of the rural or urban origin of the students and the level of linguistic competence they have when entering the education system.

 

Francisco Javier Amaya made these statements after visiting the CEIP Alba Plata, in Cáceres, together with the coordinator of British Council Spain Education Projects, Maureen McAlinden, and the director of English Programmes, Mark Levy.


The purpose of the visit was to see on the ground the work of this bilingual center and the results of this programme, which was implemented in 1996 in this school and in the CEIP Luis de Morales, in Badajoz, the first two public bilingual centers in Extremadura, the Board has recalled in a press release.


The Bilingual Educational Programme of the British Council, based on an integrated Spanish-British curriculum, is taught in two schools and two secondary schools in Extremadura within the framework of collaboration agreements between the Ministry of Education and Vocational Training, the Delegation in Spain of the British Council Foundation and the region of Extremadura.


The fundamental objective of the program is to train students to be able to function fluently in different cultures and languages ​​in the context of a multicultural and multilingual Europe, providing them with a set of “strategic, linguistic and sociolinguistic skills”.



 

The four British educational centers in Extremadura are the CEIP Luis de Morales, from Badajoz, with 440 students; CEIP Alba Plata, from Cáceres, with 442; and the Al-Qazeres and Javier García Téllez high schools in Cáceres, with 95 and 12 students enrolled, respectively.


The two Primary schools have implemented the British Program since 1996 and it is taught to all groups of students in the schools, while the IES Al-Qázeres, joined the program in 2013, and the Javier García Téllez, attached in 2021, only taught to a group, from 1st to 4th ESO.



 

The program was implemented at the IES Al-Qázeres to give continuity to the bilingual education of the students from the Alba Plata school, but given the impossibility of this institute receiving all the students from the British school, last year it was decided to open another line at the Javier Garcia Tellez.


Since its implementation in 1996, the PEB has been a “pioneer” in teaching the integrated curriculum in Spain and a “benchmark for methodological innovation” in the language classroom. It is taught from the second cycle of Early Childhood Education to the 4th year of ESO.

In Early Childhood, teaching is globalized, covering essential aspects of learning in the childhood stage and introducing students to literacy and the phonics method in English.


In Primary it is taught in the subjects of English (Literacy), Natural Sciences, Social Sciences and Artistic Education, and in Secondary it is taught in the subjects of English (Language and Literacy), Biology and Geology, and/or Physics and Chemistry and Geography and History.

In the integrated curriculum, the methodology is “essential”, which is associated with the content. Thus, through the development of “dynamic, interactive and motivating” strategies, the aim is to promote a “reflexive and active” way of learning, which stimulates the autonomy of students so that they take the lead in their learning process.
